Job Description:

Duties Help

Serves as Branch Manager/Supervisory Management & Program Analyst directing the work of subordinate employees. Work usually includes a mixture of routine and complex projects/programs based on the objectives of major subdivision/LOB/SO. Managerial duties typically affect employees and managers in more than one organizational unit/project/program, and include: planning; communicating the organizations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

The incumbent oversees the following: The strategic view of contracting services within AIT; Contracting and services consolidation recommendations; Evaluates organizational requirements and determines strategies for existing and future contract portfolios; Vendor performance metrics (past performance, cost); Contract comparisons and business value analysis; Manages contractor performance; and may serve as a technical point of contact for ASP-400 managed contracts.

Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit/project/program. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Works with AAQ/ACQ to evaluate, manage and execute optimal approaches to the acquisition of IT goods and/or services at the best possible/reasonable cost of ownership; Guides and supports acquisitions as they go through the FAA AMS contract life cycle process; Develops policies, processes and standards to be applied across AIT to facilitate management of all of the AIT contract portfolios including implementation an updates to the contract management process guides, COR guidance, and vendor management relationships; manage contract funding for procurements including the use of all internal procurement tools i.e., iViews/ITAR/ICAT/PRISM/Delphi; manages contract modifications including ratifications and changes to contracts; serves as liaison to other contract offices; manages all branch contract portfolios including Statements of Work, Independent Government Cost Estimates, business cases, Single Source Justifications, and other general contract documents; CIO approval requirements and funding; provides oversight and management to internal and external boards including ASRB and SCRB I/II and manage the execution of all acquisitions within Contract Services A branch, ASP-410; may serve as an acquisition advisor, or panel member; works with a diverse group of teams including Contracting Officers, Contracting Officer Representatives, Technical Points of Contact, and Project Managers; and communicates and disseminates acquisition information and guidance to all levels of DOT/FAA/AIT.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolve all but unique problems without the intervention of higher level management.

Individual and organizational performance is reviewed periodically by higher level management, usually through status reports and organizational performance measures.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is:Experience overseeing a broad range of contract support services including: contracts for goods/services, contract portfolios and management of program management teams, Contracting Officer Representatives (CORs), procurement officials and experience in the application of Acquisition Management System (AMS) and Acquisition Law principles and practices.
